I would make things like:
Stone Bullet
E:15 C:3/4 R:15
Blunderbuss attack. Load your Blunderbuss with a stone instead of a bullet. Your next attack will deal double damage, affect target foe and all enemies adjacent to target foe. All your Blunderbuss Attacks are disabled for 10 seconds. This attack has 25% armor penetration. (Weapon mastery)
Snipe
E:25 C:10 R:45
Musket attack. Target foe takes +30..100..140 damage. This attack has a 12% chance of to have 40% armor penetration, has triple range and causes exhaustion. (Weapon Mastery)
Point Black Gunshot
E: 10 C:1/2 R:7.
Weapon attack. Deal 33..300..333% extra damage to target foe. This attack has adjacent range, cannot be blocked and can be easily interrupted. (Weapon mastery)
Butt Blow
E:5 C:1/4 R:20
Skill. Target touched foe takes 5..27..30 damage and is knocked down. (Weapon Mastery)
Stock Slap
E:10 C:1/2 R:15
Skill. Target touched foe takes 3..20..25 damage, is interrupted and dazed for 1..3 seconds. (Weapon Mastery)

Exhaustion should be only given to Eles cause they have Energy Storage.
Snipe is able to Reach both Underpowered and Overpowered.
Lower Additional Damage but add Critical, and remove Armor Penetration.
And why so far Range?
Point Blank Gunshot should cause Cracked Armor but not Unblockable and add more Damage not Add more percent damage.
Snipe should just be a Stance, not an Attack Skill.
